Review of Financial Contributions & Development Contributions

Commissioned by the Ministry for the Environment and Local Government New Zealand. This paper reviews the respective regimes for requiring financial contributions and development contributions. It is intended to provide a general guide to both local authorities and resource users on the availability and scope of these contributions as at the date of writing.
